Bug regarding the spawning of buildings in enemy camps

I have a toxic spewer close to my settlement, but the two times I've entered to deal with it there isn't a building spawn for the spewer itself. The enemy camp spawns in the map with the beds, but the second encased building with the spewer doesn't spawn.

Is this a known problem?
