Allow for soil relocation to not fail

Please allow an option for the soil relocation building to always have a 100% chance to succeed. Maybe even give a nerfed experience gain to balance it out. I just hate having relocation fail and then I lose a lot of the sand/snow or whatever that I moved permanently.
