Please put local recruitment back in as something you have to upgrade your agency for. I hate the decision spam that comes from it and in unmodded HOI4 I always upgrade everything except local recruitment so I don't have to be spammed by it.

Even if you disable the entire decision section, everytime a state changes hands it gives an alert and I have to go and toggle it off again.

Got to admit, not fond of the loading screen stuff, it's a bit jarring. Thought i'd accidentally booted Evil genius.
