Setting "Nothing" would be great
I tried to get an answer in April in "Help configuring Loadouts" but sadly did not get an answer. So trying this way, here is the thing:

So, when having the base outfit system as a main indicator, the setting of civilian outfits is kind of impossible. Example:
I want my pawns to use flak armor parts ONLY in case of combat, so they are not slowed down while being "civil". This means I have to allow them to wear those pieces of armors in general (vanilla loadout), which they will do if they find nothing "better". Problem being, that a flak vest is the only piece of clothing in that bodypart (middle). So what if I rather want "Nothing" in a specific loadout (Ex. "CIVIL") which turns to "Flak Vest" (Ex. "Attack"), there is currently no option to do that.

I think you're looking for loadout states. If you set the pawn(s) to a certain state, they'll equip certain items

Yes, I know. The issue is, if I want them to wear nothing at all in a specific loadout state. For example: Remove the headgear when in state A but have a helmet in state B and maybe have a cowboy hat for state C. B and C are possible, but there is no "Nothing" state or a "Keep slot clear"

There is a setting in the mod options to only allow pawns to wear the gear specified by their current Loadout (incl. Loadout states). This should have the effect you are looking for.
