Pawns aren't reliably equipping items
This is something that has been inconsistently happening in 1.3 and 1.4. I'll set items in tags, apply tags to the paws, but they don't always equip things even if I know that there are matching items available.
In my current save, there are Excellent, non-tainted, 100% devilstrand button-up shirts and pants available, with the tag set to generic button-up shirt and generic pants, any durability and any quality.
If I force a pawn to wear them, then click "Clear forced" the pawn will strip down
The only thing I can think is maybe it's because these items had their quality improved with the Enchant Quality psycast from Vanilla Psycasts, but as I mentioned, even with the tag set to any quality, the pawns still won't wear them.

I've been troubleshooting this same problem with a 100 pawn colony and found that there's a maximum of 23 colonists that can be assigned to a loadout. once I assign that 24th pawn it doesn't even get the order to change loadouts. This can look very unreliable when trying to assign 50 pawns to a loadout and randomly less than half put on their combat clothes.
