Raider faction remain passive

Any raider faction mods i choose, all of them remain passive and dont attack anyone, dont move either.

I have the same problem, I looked everywhere and I couldn't find a solution. LWOTC freezes faction enemies because of not being able to enable "lost and abandoned".
