Does destroying alien facilities not reduce the avatar project progress, only stopping it from adding to the progress in the future?
From several playthroughs I noticed that destroying the facilities no longer reduces progress. Given that covert action is also unique per faction now (either that or killing the chosen stops such covert actions from spawning), it will be impossible to slow down the progress and all one can do is to rush the final quest lines.

Is this a bug or is this intended?
