Location of Research Breakthroughs in LWOTC Game Files

By design, Research Breakthroughs have been disabled for LWOTC, and I think that's a fine move given the scope of LWOTC. I, however, am still looking to re-enable them for my own personal playthroughs. Where and how can I re-enable Research Breakthroughs in LWOTC?
