Changes to Scouting Protocol
- The Scouting Protocol ability now ends the soldier's turn when used.

- The Scouting Protocol ability can now be used once every other turn.

I made these changes and added Scouting Protocol as a roster mod for Mod Jam to allow GREMLINs to better compete with BITs (which do NOT get the Scouting Protocol ability), without making stealth Shinobis or stealth Reapers outclassed as scouts.
