[BUG] Packing Up Progress resets on load
When trying to pack up a outpost (a hunting one), it will reset it back to a producing state rather than packing up every time a save is reloaded.
So if I crash and it was 3 days until fully packed up, I would come back to it trying to produce again and I would have to set it back to packing up.
