What are Scavenging Outposts exactly?

Are they raiding unmarked 'friendly' villages and towns minding their own business or are they actually scavenging ruins and such, places that are no longer homes to people?

Judging by the Icon shown on the world map, the description of the outposts "Scouting for nearby unmarked settlements and the loot contained within them", aswell as the common implication that the word 'Scavenging' Brings: I would say they're scavenging from Ruins and not occupied villages.

They've been giving me techprints and only techprints.

Fishing outposts however have been giving me all kinds of random stuff alongside the fish
