I'd like to create a Village settlement with some of my pawns, but i'm struggling with the requirement of "Needs three settlements within 10 tiles"

Problem #1. The village does not count outposts as Settlements.

Problem #2. There is not one single location on the entire planet that has more then two settlements within ten tiles from one another.

is there any, ANY way where i can eliminate, or at least increase the number of tiles on this requirement? I just want to get some new pawns coming in, and this needless roadblock is getting on my nerves.
