I considered this, but they're known to have no fear and the only retreat I've heard of is a tactical one from their part. That being said, I think I will tack on just high morale and add a special limited unit of Death Watch style ones that are immune to morale.
but also could you add different chapters and maybe different guardsmen regiments too and limit the building of each chapter/regiment to 1 per empire? and if so max out the number of units to 10 per chapter and unlimited for guardsmen because thats what they're for.

There is a mod that adds primarchs though you will have to live with some weirdness when it comes to leader because it creates a new leader class called primarch to allow them to either be governors, admirals, or generals. Say you have the Lion you can assign him to a fleet then move him to a army then you can put him in a sector.
