A few Questions about Balancing
Hey, I jus recently got into Rimworld Mods with the Biotech Expansion and I really like th ideas and appreciate the quality of the modded content. I'm currently assembling a mod list for my next playthorugh and did some testing in dev mode and wrote a little xml parser to analyze some numbers of the Vanilla Expanded Mods and have grown some concerns about balancing of 1 or 2 things.

1. Is it intentional, that regular power armour allows the usage of warcasket weapons? I testet it with only VFE Pirates and its requirements enabled and was able to use warcasket weapons with recon armor.

2. Some warcasket weapons seem vastly overpowered compared to the equivalent weaponry for normal pawns, literally more than quadrupling the dps (see gauss Lance/wc railgun, charge lance), while other warcasket weapons seem more in line with the rest of the content.

3. The warcasket charge lance seems too strong, especially when compared to the harder to research and more expensive warcasket railgun. The charge lance has about 29.34/27.72 dps vs 100% armor, while the railgun has about 11.63/11.99 dps on medium/long range. This was very noticable in playtesting. Even with the longer range 60 vs 45 and the ability to shoot through walls, the railgun can't keep up with the warcasket charge lance, in fact no other weapon can, that I'm currently aware of. While dps is not the only metric that is important, it is very apparent that there is something off, when comparing the railgun and wc charge lance. These are very similar but the attack speed of the charge lance is much better.

I'd suggest lowering the armor penetration of the wc charge lance and addtionally the attack speed, damage per shot, or burst size. I think it's also lorewise and intuitive that a slower, more research intensive, more expensive weapon (railgun), that can shoot through walls has higher armor pen than a charge weapon. Currently the charge lance sits at whopping 100% armor pen and the railgun at 70%.
