Norse - Until 1060, but only when holding an East Slavic capital. It can also only happen a couple of times.
Mordvin - Until 1060.
Komi - Until 1060.
Khanty - Until 1060.
Samoyed - Until 1060.
Meshchera - Until 1060.
Pechneg - Until 1060.
Russian - Until 1060.
Ilmenian - Until 1060.
Severian - Until 1060.
Volhynian - Until 1060.
Serbian - Until 936.
Romanian - Until 936.
Bolghar - Until 867.
Bulgarian - Until 867.

Theocracies and hordes are unaffected by the gamerule regardless of culture.
