Report a translation problem
In regards to the 1st bug, I'll try to fix it but can't guarantee it since the senate is a very delicate mechanic to deal with that is tough to debug (nothing on logs help) but I'll still look into it and see if i can fix it.
The second one is more worrying though. If I may ask, what version of the mod are you using?

I hope you see this @Alex im not sure you get notified either when i respond unfortunately. If you do, I hope i could ask a few questions about the second issue you faced, especially since other people have been having similar issues.
Have you only encountered this at Lilybaeum? only with the Hannonian faction? Only while playing a specific roman faction?
I think this is connected to the loyalty revolt scripts, since when a new leader is appointed there are some things that can activate revolts of for example disinherited characters. I'd love if you could send the save file in some way or another, since I haven't yet been able to replicate this myself, and using the save to test a few changes I have in mind that could solve this if this is indeed the issue.
Just as a side note, regarding the first bug you pointed out, I've found that the "you cannot recruit units" is a known bug that happens even on vanilla so theres no way to fix it, though thankfully its a minor issue. The unit you got shouldnt be there but theres also no way to fix it completely - since the recruitment system is different, the game assumes that is the best unit you can recruit and gives you one of those. The only thing i can do is have the script delete the unit so it doesnt actually turn up, but i cant force the senate into giving the player a different unit altogether... It's unfortunate that this is hardcoded into the game but I thought I'd let you know why these seemingly small problems haven't been fixed.
