I have over four thousand hours of Stellaris and I have no idea what FSD means.

Oh the FTL inhibitor thing. Military stations get a building that does that but they have to upgrade the capitol building before it can be built.

I guess it's better for the later stages of the game.

Soldiers are one of the best ways to expand your naval capacity so I view them as very useful for that, plus a little unity on top. And even without an FTL Inhibitor a system can't be claimed unless all planets in the system are captured/destroyed, so being a heavily defended outpost still functions as a blocker to conquest, keeping other planets in the system safe from being lost in a white peace.
