Do I need the ogre DLC to recruit ogre mercs from Bechafen's unique building?

Probably a dumb question, but I build the Red Teeth Inn in Bechafen several turns ago, but I've not seen any ogres on the recruitment pool at all, despite managing to get ogres by other means.

Is it because I don't have the DLC or do I need to have more patience?

Not it's the DLC, it's said when you first select the character
