How come Middenland or Boris Todbringer was left out?

I read it in the description, ive been away for some time form the game so just curious why he was singled out? Sorry if ive missed something!

I think it's because Boris is technically already in the game, just without lord/faction effects and being playable. You can confederate him in the base game though, and he is a legendary lord.
