Initial Regional Trade Hub
When option beside "Other" is chosen, provinces that have a trade node named after them is set as the Regional Trade Hub.

Foster Trade Centers Development Growth
Every year when Foster Trade Centers trading policy is active (or when they hold Regional trade Hub and Maximize Profits for AI countries), provinces without devastation that has Regional Trade Hub, Center of Trade, or Trading Post owned by your country, your subjects, your overlord, and member of same Trade League will have a chance to increase their development.

Every 20 province trade power gives 1% development increase chance.

By default there is a minimum chance of 2% but it can be configured.
