I had same problem with russian. There is a first line in every localization file you should change to l_[language].That should fix this problem

The 'rift closed' event seems to be triggering with no prompting; there's no system assigned to it, and when I check the Situation Log there's still the same amount of rifts there.

Also, the model for the Eye of Terror itself seems to be offcentre. Not sure if that's intended.
The Eye spawns on the capital planet, so it's not meant to be centered.
I had the Eye of terror spawn in an fallen empires home system. i am again unsure if this is a bug or not.
and lastly the rift mid game crises seems spawned on all three games i played. i played at 5% chance to get an eye of terror even chain, and it still happened every single game. crises are less fun when they always happen, so if its possible for me to lower the chances (or if im just lucky) just let me know
Are you playing with any mods that add colonizable objects? Such as real space stations? That causes a lot of low stability planets which could account for it. Nonetheless, I'm going to lower the stability maluses as they snowball too much.
It is designed to spawn in the FE, yes.
So the chances are 5% yearly after midgame, so it means every year there's a 5% chance to spawn. so statistically it is likely to happen at some point in a game just later. I may rework it to have an option to make it a decade chance rather than yearly. Or if people tend to prefer a different method I'm open to suggestions.
Even after they were discussed to have been "fixed", nearly everytime the event from this mod fired, I would get constant CTD's that killed my saves.
You mean from 3.3? It's been completely reworked and it doesn't mass spawn enemies anymore.
