Report a translation problem
If both of you go into the config and turn on verbose + internal logging and post both your and your friends logs here it would help me a ton in getting this fixed.
I am using EK Utility/Armory, Meaningful CPR/Drunkenness/Upgrades, New Wrecks for Barotrauma, Shipwrecks Extended, Pet Mudraptor, Wreck Corpses, Adv Beacon Stations, Alien Ruin Locator, BaroDrama, BetterFabricatorUI, Bot Conversation-Dialogue Mod, Combinable Ammo Revived, Detectable Alien Materials, Extract It, Genes+ Revived and Expanded, Wanted Alive, Unlock All Talents, Multiplayer Crew Manager, MoreMissionsMod, NOATUN, Wreck Locator.
And yes, THAT bug stops when disabling MLC. MLC and Multiplayer Crew Manager are the only two who use Lua.
Uninstalling Lua and the mods included fix every issue I have and everything runs smoothly with no bugs. I added MLC and now this seed mismatch issue has happened. Disabling it and running all the other mods have zero issues.
I tried to talk him through turning on verboselogging but he couldn't figure out how to send me his log. I can post mine, but I doubt it will help much as I do not have the issue. One thing I see during the loading is it says that Val's client fails the server ping after 10 seconds of him being connected. The same message that is posted when I haven't installed Lua.
The thing is, he HAS installed Lua.
Also now that Lua Crew Manager Stopped working so I disabled that now.
Maybe try verifying game cahce and re-installing client side lua?
Should I try having him manually install MLC as well if reinstalling Lua and cache verification doesn't work?
Edit: According to Evil Factory the problem is on side of this mod. There's some red text every time a singleplayer game is loaded with this mod on and it says:

My crew and I tried for days to get a campaign going where this mod was in a quality-of-life stack, but we would constantly run into level mismatches, which would shut everything down.
Ultimately, we had to take it out of our stack and I was pretty bummed about it.

Took out let them all in because it was killing framerates and took out the Red Hornet and Barotraumatic Creature Pack for unrelated errors. We were able to isolate the linked error to MLC.
If I can get MLC working stable, it will be a mainstay on all servers I host moving forward!
