Report a translation problem
Edit: after messing around i found out that it only takes coal from genmod, and not UWE, also all coal storage is for genmod, unfortunately it seems only the UWE coal is sold in stores.
Thanks so much for the detailed report! It made it super easy to find. I just made a consistency patch and added it to the collection that addresses the coal. I've also updated the load order to include the patch. Genmod drills should now be mining UWE coal and Genmod coal has been removed. Coal storage "should" now be working as intended.

Shouldn't impact your save but just incase its making a save backup is encouraged ^_^
I haven’t been able to replicate the issue. Can you give more details, like which NPC’s, location, time of day in game? Are you using any mods outside the collection? Did you install the ctd fix from nexus like I suggested in the description? And did you make sure the load order is correct?
First off thanks for the report, while i am on hiatus from adding mods do to time constraints i do still regularly do my best to maintain the current list. Ill see what i can do to look into it, it wasn't a problem when i last updated this modlist. it could be related to an update as I know UWE updated in January, or the save file i had just happened to not bug. i'll have to see if i can figure out whats been changed and if i can replicate the issue. Any additional specifics can make it much easier for me to pinpoint the issue such as the exact town names, its been several months so a reminder can help. Screenshots help a little as well as knowing the the steps leading up to or what events occurred prior to the change of ownership.
In the meantime if you are comfortable doing so you might be able to work around this through save editing or just editing the towns directly to have the desired ownership. here are some helpful instructional guides on it.

Edit- the patch between UWE and kaido needs some updating, which looks to be the culprit. I've been up awhile looking into this so I gotta get some rest but I wanted to at least attempt to give you some sorta idea of my findings. The patch is not maintained by me but there's a decent chance it will be updated in time as it seems to gets updates once or twice a year or so.
