Warping bug?
Mode: dedicated server, survival.

Every time I try to warp to some random system, animation goes a little bit longer than usual, Pentaxid is used but I'm getting back to the place I was trying to warp from.

Only exception was a Koronashi Beta where I was led to by a quest.I could go there and back to orignal system (Orntell in my case). Tried to warp elsewhere from Koronashi as well, but it also did not work.

Bug or intended?

You have bugged systems mate,you could try verifying your files which sometimes fixes it.If i have that problem then i verify then retry it,if you still have the problem then try and stay away from the bugged systems as you will just waste Pentaxid.
