I've been thinking
I think I have a way to play star salvage that will slow progression and increase the difficulty a bit.

My idea is to start a new playthrough but limit construction to consumables and cores.
By consumables I mean things like ammo, meds food and fuel.

Everything else must be salvaged, basically aside from cores no blocks can be built and must be found and salvaged.

It will make shields for SVs hard to be btain but not impossible.
I think one of the non story starts would be best for this type of playthrough as starter systems won't have most of the devices present for combat (unless you like unshielded fights with gats).

An alternative would be to allow construction of junk devices.

I know nothing about modding ESG so I don't know how to physically limit constructors so it'll require players to be honest and not cheat...

Its already limited just as your suggesting. You cant just build anything you want. You have to specialize in something or you simply cannot build it.

Yes I know this but I mean to make it so that you can't unlock more devices.

Basically if you want something for your build, you need to go out and salvage it.

I see what your saying but you already do not have enough points to unlock everything. As well as not every planet has junk HV, SV, CV's on it.

I understand, but that's why I suggested this for non story starts, that way your more free with where you can go.

It will make most of the classes pointless, but I think it'd be a fun challenge.
