Have you tried editing your psycast loadout, removing all psycast loadouts, or cycling psycast loadouts (on the ability bar while drafted)?

Everything works in dev mode for me, including the fire eye beam and the orbital fire beam. If you try all that and nothing works, you probably have a conflict.

The rimworld discord has a great #troubleshooting thread. Be sure to check the pins! About half the time you have a steam issue/file corruption, not an actual mod conflict, so make sure to validate your files and all that.
