Just remember to follow the pins, and ask for help if you don't know what the pins are talking about. Verify files, take a hugslog, post it, etc. Who knows, you might even see Oskar himself pop over to say hi.
Once you find the answers your looking for, by all means come back to the steam forums and make a post for posterity. The weakness of Discord is the lack of archive searching tools.
In modding, there is no discussion that is not lengthy.
I wrote a wall of text, but I deleted it. TLDR, go to rimworld discord, then troubleshooting. Fun guys, good guys, they know what questions to ask. I've gotten help from them in the past, so I can tell you from experience that things are rarely as simple as they appear.
I'm pretty confident this wasn't intended, as it was not an issue with the original Regrow Limbs, which I believe only grew one part at a time. They understandably buffed it to regenerate multiple parts at once buttttt well, this seems to be the side effect
Regenerate can cause all the limbs to return at once with 1 hitpoint remaining, meaning all of the hitpoint loss applies for every limb.
Oskar said that this should be corrected in the next update.
If you have one of the anti-instadeath mods, like "No More Damage Threshhold", that should fix it. I'm guessing what the mod authors are doing is finding a way to implement that mod's functionality, without conflicting with that mod if it happens to be in your modlist.
