What does Luck Transfer actually do?
I don't understand why I would ever use this. I don't think 'karma' is listed anywhere so it's not like I could compare my pawn's luck with that of another and decide to take their luck. Is luck even a thing in this game? Does it keep a rolling variable that's increased whenever you miss and decreased whenever you hit so that your combat numbers average out at what they should be for your character's stats?

As far as I remember, the luck bonus reduces the damage received by 100%, while the penalty increases by 50%. The mechanics are simple - you choose a donor, then a recipient. As a result, the first has a debuff, and the second can attack a crowd of machine gunners with a knife. While the skill is active, it is almost immortal.
The information was relevant until some of the abilities are nerfed.

Ah, ok. That makes sense then. I guess it's similar to steal vitality then. I thought it might have been something to do with the story teller's karma setting.
