Psycaster Raid & VFE Empire interaction

I personally have had pirate factions on several saves spawn in with psycaster raids, always decked out in full deserter armour and with charge weaponry.

Is this an intended feature of the two mods together? The mod description of VPE states this should only be from tribal/empire raids, but this doesn't seem to be the case when both mods are enabled.
