Eltex meteor quest rarity

I am really loving the new way that psycasts work, however, the eltex meteor event has proven to be very rare in my play through. Is there a way to manually trigger it in dev mode? Is it intended to be uber rare? Note, I am doing an archonexus run, so not sure if that could be the cause of it or not...

I had the exact opposite experience, I felt I was getting spamed by it.

On Randy, I've been getting the meteor about once a year. That said, I use Vanilla Events Expanded with some of the obnoxious events turned off, so the frequency I get any given event might be off because of that.
