Hmm.. your issue might be with CS/GMod itself. GMod will usually give you low-res textures for some game assets if you don't have it mounted. I've also double checked for any overwriting assets in the mod, and I don't believe there are any.
You could try and re-mount and restart GMod. It's not uncommon for game mounting to not go correctly, so a quick refresh can always work.
If you're using a CS:S Content Pack, you might have either missing assets or said assets aren't loading.
If it's not too much trouble, could you paste into here what the console says? Everything seems to be working on my end, but I'll keep looking around for any errors that I might've made.
You could try and reinstall the mod or restart GMod (or both). It's possible that the particle file (.pcf) just didn't have enough time to settle, so a quick refresh might fix the issue.
So I have an idea on what might be happening and two different fixes on it.
I believe Garry's Mod is not installing or grabbing the particle effects correctly, which is resulting in them being missing. If they work on my end with no problems whatsoever, it has to be Garry's Mod messing something up.
One thing you can try is to verify the game's cache, in where GMod will grab any supposedly missing files and download them.
If that doesn't work, you may have to enable the addon through the legacy system.

That sounds like you might be using a CS:S content pack. I'd suggest deleting the
Using a content pack will override the existing GMod CS:S worldmodels with the ones from CS:S. This is because they use the same names but different connection names for the worldmodels, which causes them to be incompatible with GMod's playermodels.
Like im not gonna lie, im love that weapon pack....But sadly its has that problem
