2) No (can't build canals on hills)

I want to clarify one thing for now in the mod to turn a non-coastal city into a coastal one, just build a canal on a square adjacent to the city.
For the system of turning the city into a coastal city if it is connected to the sea or to another coastal city, I want to mention that it will be very performance intensive (I don't think you're going to lag or anything, but I will having to each time a canal is built, check the full canal path and also having to disallow intersections.)
Excuse me for specifying this now, but this idea came to me during development and matured over time.
As for the hills I think it's fine to not allow it on a hill, it sorta would help balance it a bit because having water tiles can be pretty beneficial to the city
Hey, thanks for your answer, I was really worried that the mod wouldn't be balanced with the rest of the game, that it would be too op, but from what you say the mod is good as it is, so It reassures me.
