How do you increase your prestige rank?

How does the locked commanders work?

For Silverwolf I've hit the required t3 star oath level, but I still can't get the commander. Is it because its locked behind a paywall or am I doing something wrong. (From what I've seen online there were reports and it was taken down for having paywalls?)

Some characters need a staroath submod, it should tell you on their page which one.
