Possible for non commanders to control an AI squad?

playing coop and my friend is wondering if its possible for him to get a squad aswell.

He can have AI in his own squad, but he cannot control High Command squads.

The same way anyone else does. I believe it's an option on the flagpole, but I can't remember if it moved (if it moved then it should be on Petros)
