Sunless Sea:

If the torches were lit with magic or projectiles, the quest will not trigger properly on the final area.

However, you can extinguish the torches with the Thunderwave spell (or a scroll in universal scrolls mode, in the Game custom Settings). Other 'Extinguish' tag spells can work too.

Now you should hold a burning torch in your hand and click to light them without magic.
