I really really hate Jeff also, but after watching someone else play, realized with this Jeff you can scoot right past him, but if he is coming right at you you're done, even if don't make a noise. Almost didn't play again, when had to start over cause only maps 1 & 2 were enabled.

But there is enough room to keep out of his way.

My biggest frustration was that the sound mechanic was inconsistent in the locker room. Jeff would freak out and know my exact location despite absolutely nothing happening and physics objects that I threw to distract him didn't work and actions that made no noise triggered him.

There is no question that in the first jeff section jeff can see you. I ran between rooms and then stood randomly within the other room. When jeff arrived in the second room he'd always go straight for me. But in later rooms this isn't the case and jeff no longer comes at you if you are silent
