A list of changes that I found
Barracks changes:

Infantry (offense/defense):
Irregular from 10/15 to 20/30
Line from 20/30 to 40/60
Skirmish from 30/35 to 60/70
Trench from 40/60 to 80/120
Squad from 55/65 to 110/130
Mechanized from 75/75 to 150/150

Artillery (kill rate/unit_kill_rate_add):
Cannon from 10% to 20%
Mobile from 10% to 30%
Shrapnel from 30% to 40%
Siege from 25% to 50%

Recon (offense/defense, bonus provinces captured):
Bicycle from 5/0, 20% to 10/0, 30%
Motorized from 10/5, 30% to 20/10, 40%
Aerial from 15/10, 50% to 30/20, 50%

Conscription centers:

Infantry (offense/defense):
Irregular from 10/15 to 15/23
Line from 20/30 to 30/45
Skirmish from 30/35 to 45/53
Trench from 40/60 to 60/90
Squad from 60/50 to 90/75
Mechanized from 80/80 to 120/120

Artillery (kill rate/unit_kill_rate_add):
Cannon from 10% to 20%
Mobile from 10% to 30%

Recon (offense/defense, bonus provinces captured):
Bicycle from 10/0, 10% to 10/0, 30%

Naval bases(offense/defence):
Man o' wars from 20/20 to 40/40
Ironclads from 40/40 to 80/80
Monitors from 50/50 to 100/100
Dreadnoughts from 80/80 to 130/130
Battleships from 100/100 to 160/160


Native bonus from 2x offense + 4x defense to 0.7x to both
General orders: Attack front from 20% to 10% attrition, Defend front from 20% to 8% attrition
Removes the bonus to number of troops in battle if the army has worse quality troops then the enemy
Adds more troops to the battle if the army outnumbers the enemy army
Removes rng from battle size, attackers get 90% of the final troop count defenders get 100%
2x to 2.5x combat width based on terrain type
