Bug: Building Quality limited to Excellent

I've noticed that in my game the quality of buildings does not go higher than excellent, despite 19 skill builder and inspiration. My builder is also a crafting specialist.

For some reason, by default the setting for "Other Buildings and Construction" is set to a maximum quality of excellent in the mod options. Just change it to legendary and things work correctly again.
