BUT, I’ve found a loophole in that I can start a discussion, so I’ll do that to leave feedback.

It’s a cat themed Santa hat that looks like a beanie when viewed from the from. Ignoring the fact that cosmetics that fit into even one of these three categories are rarely ever worn (aside from maybe Harry, the cat that sits around your neck), I don’t really see any reason for this cosmetic to be added. Even in all the loadouts you showed, it doesn’t really add to them. You could not wear it, or replace it with something else, and the loadout wouldn’t suffer because of it. Any existing in game beanie or Santa hat could accomplish basically the same effect, but is also more versatile because it doesn’t look like a cat.

I’m curious as to why you decided to make a cat themed cosmetic in the first place. I can think of two existing in game cat cosmetics, Harry and the Catastrophic Companions. Harry is a decent cosmetic since it fits a Bond vilain theme that is very appropriate for the Spy. The catastrophic companions don’t hold up very well when viewed critically rather than just from the lens of “it’s cute, therefore it’s good”, but thankfully it’s a very rare cosmetic and hardly anyone owns it. In the case of your cosmetic, the cat elements are there to add a cute factor, but that’s it. TF2 isn’t a very cute game. If a cosmetic has no value beyond simply being cute, then why should it be added? If you’d made a cat themed item that looked cute AND was tailor made for a specific class (such as Harry is), then it would be a different story. As it stands however, it’s an all class item that doesn’t really look like it’s been made for any of the 9 classes.
