With a quick search I did find a few guides that needs the Mod/Workshop ID added to an .ini file on the server, here is a link.

Mod ID: FurryMod
If you have any trouble with it let us know and we can see if there is anything else we need to do on our end.
In the server ini file:
1. Add the Workshop ID, 2893930681, to the WorkshopItems line. E.g., WorkshopItems=2893930681;<other>;<other>
2. Add FurryMod to Mods. E.g. Mods=FurryMod;<other>;<other>
On the client you must make sure you are subscribed to this mod.
I have personally tested this on a dedicated server, so if it still doesn't work, please let me know.
So long as a platform/service offers you the ability to change the servers .ini file, you have to make sure the workshop name and ID are correct followed by a ; before and after each. sometimes syntax is wrong and you may have typed a : on accident or misspelled the name and that will be the cause of why the mod itself will not show up in your listing when you bring the server up and running.
I'm currently live as of the time of me posting this, take a looksee if you wanna join the Alpha Test. It's ending on Sunday of Feb 12th with a wipe. :)
