Just tested it and the police vest works on the GShep, with or without under clothes. Is there a specific condition you are equipping it with or other mods that could be changing the clothing?

well i discoverd that the "small town first resonders" vests don't work, wich is a shame cuz that means no Gshep sheriff but i supose that all elso work, even britta's
