How do I declare war?

If you are a ruler, go speak with your minister. Make sure you replaced the standard minister with one of your companions. Him, or one of the other councillors, should have the option to send an emissary to a foreign power and declare war over a faction. Beware though, that if you don't have a proper casus belli, you will risk losing relationship with some of your vassals.

Its better to just attack lords without declaring war. That way you do not lose relationship

Its better to just attack lords without declaring war. That way you do not lose relationship
But you lose honour iirc
