The reasoning behind this is that the 1836 state of Serbia is the result of the Serbian Revolution, which liberalized Serbia and granted it great autonomy from the Ottoman Empire. The 1835 constitution of Serbia was very liberal (radical) at the time, since it abolished serfdom and instituted a constitutional princedom with voting (although Russia, Austria and the Ottomans forced Serbia to repeal that constitution and made them adopt an 1838 "Turkish Constitution", which was still pretty liberal and allowed voting, but not enough to give people under autocracies any ideas).
