Report a translation problem
When I drop the percentage it does change my tech level.
Log file, I run a lot of mods so its a mess, but my game functions very stable eitherway :P

I just loaded it so the logs aren't as huge as they usually are. Tech Level Progression output is at the bottom or here:

Archotech progress 0 / 0
Ultra progress 1 / 52
Spacer progress 3 / 91

I think its default?
To progress to new Tech Level you need to research projects of that exact Tech Level. So it working as intended for you and you pretty close to reaching Medieval threshold, if swap to precise settings.
