This mod also introduces glitchy fog that is not disabled when you disable or uninstall this mod

It has plagued many people for a while now

I recently uninstalled every mod I had and it was gone (using -noworkshop in the properties menu removes it as well)
When I reinstalled them, however, it was back despite not reinstalling FPS fog
I understand the bugged fog may have been cached on my pc instead of being deleted, but how would it come back if I didn't tell it to install it?

I am sure there is someone more experienced on gmod modding who can find the answer or already knows it
