The Fleeting keyword is a product of StSLib, so even if I had a solution it's probably not within the scope of my mod.
Buster was an interesting case. In Griftlands, it does specify Attacks as part of the code, but Slay the Spire doesn't have a Block-broken listener that tracks the damage source. So I've just clarified the description for now.
I had to go back and check in Griftlands, but I had in fact made a mistake with First Blood and Wounding Barbs: Though they do apply to multi-target attacks, they do not apply per multiple hits. So I've changed First Blood and Wounding Barbs under the hood to be more in line with their descriptions.
For Burst, Cross, and Slaughter, I was reluctant to change their descriptions since this is meant to be a warts-and-all adaptation of Griftlands cards to StS, and I don't want to set a precedent that I'm free to edit and tweak everything to my liking. But the more I thought about it, the more I remembered how annoying that particular wart is to be caught by, so I've added "unblocked" to the descriptions of those cards.
Domination didn't play rain of blades twice despite enough combo.
Since you seem to care about clarity after all, what about cards that refer to the deck, like specialty? Usually you don't interact with your deck in combat.
As for Specialty, "from your deck" is used as shorthand for "from your draw pile or discard pile combined" - it's not interacting with the master deck. For now, I think the shorthand works well enough.
