With the different interest groups/modification of the German National Identity journal entries, what's the best/easiest/fastest way to form super germany i(preferably as prussia) n BPM?

Seems like liberating SH asap, then passing laws that enable you to get liberal interest groups into power (to enable the liberal nationalists to form) seems like the route to go generally, but not sure what the optimized/optimal route is.

Any tips/advice is welcome!
