Pressing the Cancel key, 'C' or selecting 'cancel' from the menu should stop the vehicle from moving.

Does it only happen when the tank is in combat or outside combat as well?
Yes. It is important to give the order to the driver. If you accidentally select passengers and give them the order the vehicle won't move, that's more of an arma thing though. I never considered that the driver might be in an entirely separate group I'll have to test this.
