German Heavy Tanks Tier!

1. Cant build German heavy vehicles (request Commadant to unlock it!)
If u gow with Panthera, Tiger is locker and via versa.
If you dont have commander tactics that Spawn (Not produce but SPAWN) you cant produce: Brummbär, Panthera other Tigar Heavy Tanks. Plz Fix to Unlock last Tier.

2. Annihilation - can't destroy enemy Workshop (Building next to Main HQ) at American faction
