Since it's called 'double' beheader how bout it makes multiple enemies bleed if you hit the target and their allies are very near each other, but less bleed damage? Just a suggestion

Instant Recharge On Kill or On Kill of a Bleeding Enemy*
+70% Impact Damage (85 from 50)
-50% Recharge Rate (12s from 6s)
-40% Bleed Duration (3s from 5s) [Bleed damage is 4 per 1/2s so the damage is 24 from 40]
No Random Crits and cannot be Crit Boosted

So killing someone with it gives you an instant recharge to use a "Double" attack.

*The "On Kill of a Bleeding Enemy" means that if you finish someone off yourself (not just an assist or them dying) while they are bleeding from this weapon you get a recharge, so scattergun them down as they bleed.

Oh and beheads on kill (not from bleeding since that makes no sense,) because that's cool.

How about a gimmick like with the third degree?
+20% accuracy (bigger blade, easier to hit people)
+20% bleed duration
+If victim is being healed, damages medic also
-25% longer recharge time
-10% bleed damage

They said replaces flying guillotine, so it would just be a reskin. Then again, that's valve's decision.

The weapon uses the Flying Guillotine's animations. Valve would decide if its a reskin or a new weapons. If it even gets accepted.

Considering it's a proper weapon instead of a meat cleaver and something that actually looks meant for throwing...

PROS
+10% impact damage
+Causes DoT (eg, fire and bleed) to Mini-Crit

CONS
-15% Throw Distance
-No Random Crits\
-Cannot be crit boosted

PURPOSE
While the Cleaver is best used with Sandman and kills every single class, the Beheader is best used with the Boston Basher to take advantage of the increased Bleed damage on both stacks.

The shorter range means you need to be closer to hit someone and have to compensate for different areodymanics. Since it boosts already present DoT, you have to react quickly to get the kill and not die.

Like the guillotine, but no bleeding and:

Crits on a headshot
No random crits
-50% projectile speed

This would be a cool weapon that would be good for throwing at large groups of people

+On hit: Instant re-charge
+On headshot: weapon will get stuck to them and mark enemy to death, Will come off by any source of healing
+On hit: bleeding effect for 5 seconds
40% more re-charge time
On miss: -10 health
